General aims

The recent discoveries of extrasolar planets and the progress in studies of disks around pre-main and main sequence stars highlight the need of a better understanding of the formation and evolution of planetary systems. Many groups and observatories are undertaking significant efforts towards these goals. The allocation for international observations at the Canary Islands Observatories in 1998 was fully devoted to studies related to these topics, making use of spectroscopic, polarimetric and optical to near-IR photometric techniques. The conference is the frame in which the large amount of data collected with the facilities in the Canary Islands will be presented. Moreover contributions from participants addressing theoretical models and observations in all wavelength ranges will provide an updated overview of the field. The conference will last five days (including a free afternoon) and will consist of sessions with invited and contributed talks and posters.

Sessions will devoted to: 
(a) PMS objects: circumstellar (protoplanetary) disks around protostellar objects, PMS stars and Vega-type stars 
(b) Planetesimals in PMS and MS stellar systems 
(c) Planets around stars
(d) Searches for planets 
(e) Impact on planetary system studies of future space and ground-based facilities

OTHER CONTRIBUTIONS:
The SOC has invited the above speakers to cover the frame of the scientific aims and purposes of the conference. Ample time is available for contributed talks. However, the preliminary registration pointed to a large number of oral contributions as such that a severe selection, based on the abstract, by the SOC must be made. Sessions are scheduled for visiting the poster exhibitions during the whole conference. Also here a selection might be necessary as the number of poster contributions for the conference proceedings will be 60. Other posters may be shown only when enough panels are available. For the moment we can place all incoming posters!!
All participants who wish to present a contribution to this Conference are, therefore, kindly requested to submit an abstract, with a maximum of 20 lines, of their talk and/or poster BEFORE OCTOBER 15th, 1999. You can do this by filling in the appropriate ABSTRACT FORM, or by replying with the completed (latex) file provided at the end of this announcement.

Participants will receive a booklet containing the abstracts of all the contributions at the conference desk.

CONFERENCE PROCEEDINGS:
Conference contributions will be presented in a dedicated proceedings book and will be offered to all participants as being part of their registration fees. Negotiations with different publishers are still in progress. All further information on the proceedings, number of pages per contribution and deadlines, will be issued in the second announcement.

Morning sessions might vary a bit in time. For lunch ~2hrs will be available, as restaurants are mostly down! town. It is advisable to take a shared taxi back up!, costs about 500 ptas. Morning and afternoon sessions both have coffee breaks of about 30min.

For your registration as participants please use a REGISTRATION FORM or by e-mailing the form provided below to planet@ll.iac.es before October 1st, 1999. Even after pre-registration you are kindly requested to complete a registration form to confirm your attendance. We would appreciate sending us the abstract of your contributions at the same time as indicated above. Full registration fee is 30,000 Pesetas (~$US 210 or ~180 Euros) and includes the abstract and proceeding booklets, welcome cocktail, refreshments during the coffee breaks and the conference dinner. Not attending the conference dinner does not mean a discount on the fee!

    EUROPEAN GRANTS:

    We are happy to announce that European grants are made available  by support of the European Community. As you might know these grants have some strict rules which should be taken into account when applying. Preferably, use the application form on our webpage. We repeat the rules and grant restrictions below and in the forms, to be sure your application can be taken into  consideration! The following type of EEC grants are available:
     


    The key to these type of grants are given below. The LOC and SOC will decide about the application. Note that this can only be done after you have registrated and sent the abstract in the case you wish to make a scientific contribution. Priority will be given to those that do sent a contribution.

    Explanation of the EEC grants restrictions:  (This is the official text, sorry if it is not clear)

     *  Participants

    Participants of a conference can generally be divided into organisers and attending researchers. Attending scientists are invited keynote speakers/lecturers, young researchers and other attending researchers. Researchers who wish to attend a conference should apply directly to the organisers.

    Conference organisers shall encourage the attendance of female researchers.

    Invited keynote speakers or lecturers must be internationally recognised experts in the topic concerned. They give, for instance, training seminars at Euro Summer Schools or overview presentations at EuroConferences.

    Young researchers are researchers, who additionally satisfy the Age Criterion and are able to benefit from the advanced training offered by a Conference project. They normally participate as attending scientists, but can also act as organisers or invited keynote speakers/lecturers. Young researchers do not have an automatic right to participate in, nor to be supported by, a particular Conference project; the selection of candidates is the responsibility of the organisers.

     Age criterion: Young researchers are researchers up to an age limit of 35 years at the time of a particular conference event. As an exception to this standard rule, young researchers acting as organisers or invited keynote speakers/lecturers may use as reference date, the relevant deadline for proposal reception at the Commission.

     Allowance will be made for compulsory military or civil service (actual time spent in military or civil service) and childcare (maximum 2 years per child for the actual time spent off work).

     * Nationals of Third Countries

    The Community may support researchers who are nationals of third countries, if they are invited keynote speakers/lecturers or scientific organisers. All other researchers, who are nationals of third countries, may only be supported if they satisfy the Residence Criterion. Additionally, researchers of any nationality may participate without support of the Community.

    Residence Criterion: Nationals of third countries may be supported if they have been residing in the Community (Member States of the European Union. This wording explicitly excludes Associated States) for at least the last five years prior to the starting date of the event in which they participate.

     * Financial Guidelines
     High-Level Scientific Conferences will be implemented as accompanying measures. Community financing is intended to contribute to the following cost categories:

     A) Up to 100% of expenses related to the participation of young researchers, who are nationals (the Residence Criterion of Chapter 3 is applicable and allows under certain conditions participation of nationals of third countries) of a Member State or an Associated State, and active inside a Member State or an Associated State at the time of the event (travel, subsistence and participation fees);

     B) Up to 100% of expenses related to the participation of researchers, who are nationals of a Member State or an Associated State, and active outside Member States and Associated States at the time of the event (travel, subsistence and participation fees);

     C) Up to 50 % of expenses related to the participation of invited keynote speakers and scientific organisers of any nationality (travel and subsistence);

     *Member States: Austria, Belgium, Denmark, Finland, France, Germany, Greece Ireland, Luxembourg, Spain, Netherlands, Portugal, Sweden, United Kingdom *Associated States: Iceland, Israel, Norway

    OTHER FUNDINGS

    Unfortunately, the LOC has no funds for full grants. We might, therefore, consider only a very limited number of requests for financial support. Note: there are many relative cheap charter flights from Europe to Tenerife, see below. Also full packet travel arrangements might be a cheap solution, but make sure that your hotel is located in, or near, Puerto de la Cruz. January is "high" season though, so any of such arrangements should be made fairly soon.
